1. Make sure you've got cheats enabled/operator rights, then give yourself a Commandblock by typing:

/give @p command_block

2. Place the commandblock, sneak to attach a button at it, then insert this command into it (this is the summon command for the fireflies):

/summon XPOrb ~ ~1 ~ {CustomName:"firefly",Value:0,Riding:{ id:"Bat", HealF:0.5, CustomName:"firefly", Attributes:[{Name:generic.followRange,Base:0}],PersistenceRequired:1,Silent:1,ActiveEffects:[{Id:11,Amplifier:5,Duration:6000,ShowParticles:0b},{Id:7,Amplifier:5,Duration:630720000,ShowParticles:0b},{Id:14,Amplifier:0,Duration:630720000,ShowParticles:0b}]}}

So this is the very same command, split up into several parts for learning purposes, so it's easier for you to understand what does what:

3. For the beginners regarding commands amongst you, the way you can get very quickly loads of these fireflies into a certain region is to insert the summon command into a commandblock and hook it up to a fast fill clock.
