How to make outlining, similar to what they use in meme using Gimp -

1. Create new image, or open an image which you want to create a meme with
2. Create a text of your choice and place it anywhere you want.
3. Highlight it to change the font (if you want it similar to the memes, change the font into Impact Condensed), size and colour. The recommended size is 30.
4. Right click the text area, and click Path from Text
5. Create a new transparent layer
6. From the menu bar, choose 'Select... From Path'. (This selects an outline of the text on the new 'Outline' layer.)
7. From the menu bar, choose 'Select... Grow'. Set the growth to 3 pixels. (This expands the selection in all directions by 3 pixels. Adjust as you see fit.)
8. Using the Fill tool, with black as the color, fill in the selection on the transparent 'Outline' layer.
9. From Menu Bar, click Select and then click None
10. Using the Layer Dialog (check the tutorial on how to make a gif), drag the Outline Layer below the text layer.

This should work, if some letters do not appear, double click text and then click edit.
